Democratic Republic of the Congo: Technical Director

IMA World Health is seeking a Technical Director to provide leadership to its efforts with regards to the USAID/DRC Integrated Health Program (IHP) program. This program will be implemented in East and West Kasai Provinces in the Democratic Republic of Congo (DRC). The program will aim to strengthen the capacity of Congolese institutions and communities to deliver quality, integrated health services to sustainably improve the health status of Congolese citizens. This contract is expected to contribute to measurable improvements to key population-based national health indicators periodically collected and reported in surveys such as the Demographics and Health Survey (DHS) and Multi-Indicator Cluster Survey (MICS). Illustrative indicators at this level would include: Maternal mortality ratio, neonatal, infant, and under-five mortality rates, Tuberculosis (TB) case notification rate, malaria prevalence rate, fertility rate, and acute and chronic malnutrition rates. The Technical Director will work in close collaboration with the Chief of Party and the technical staff of the program to provide strategic input to the program. In collaboration with the M&E Officer, s/he will monitor program results and be responsible for the quality and accuracy of technical interventions and results.

Duties:

  • Ensure technical implementation of programmatic objectives and provide periodic reviews of strategy.
  • Provide coordination between USAID, key stakeholders and implementing partners.
  • Provide overall vision and strategy for the implementation and direction of all programmatic activities.
  • Serve as the program’s primary liaison on technical and managerial matters with IMA’s Washington D.C. office.
  • Supervise program technical and administrative staff.
  • Work with government counterparts in defining programmatic activities and targets to ensure collaboration.
  • Ensure compliance with the goals set in the contract and with USAID regulations and IMA’s policies and systems.
  • Represent the program at periodic meetings with stakeholders to report on planned activities and actions, including implementation status.

The position requires a competent and experienced person with the following attributes:

  • Master’s Degree in public health, social sciences, international development, or a related field.
  • Seven years senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting (i.e. Chief of Party, Country Director).
  • Ten years senior level experience in health programming and service delivery in two or more of the health technical areas (MCH, FP/RH, Malaria, TB, WASH, nutrition and health governance).
  • Knowledge of USG Health initiatives and related reporting requirements and funding parameters.
  • Experience leading and managing an activity of similar magnitude and complexity.
  • Experience working collaboratively across technical disciplines.
  • Experience developing and maintaining working relationships with U.S. and foreign governments, development partners, and civil society.
  • Ability to travel extensively to activity locations within the DRC, as well as other locations as required.
  • Work experience in Sub-Saharan Africa preferred.
  • Demonstrated ability to communicate effectively in both oral and written form.
  • Fluency in French and English required.
