IMA World Health is seeking a Chief of Party for the anticipated USAID/Zambia Reducing Stunting and Improving Incomes through Integrated Agriculture, Nutrition, Health, Water and Sanitation solicitation. This five year, $45 million prospective activity is envisioned to be an integrated agriculture/value chain, health, nutrition, water and sanitation program aimed at reducing stunting in Eastern and Central Provinces The activity will build on the current activities and lessons learned of nutrition and Feed the Future investments to date. In order to directly reduce stunting in children under two, the program will work at household, community and school levels to increase access to improved water and sanitation as well as promoting food and economic security. There will be a focus on behavior change at household level too. The activity will strengthen selected key value chains actors, including farmers, groups, and the private sector, while promoting farming as a business and strengthening agriculture-nutrition water linkages at all levels. The Chief of Party will oversee the program and report to the Country Director in addition to reporting to the IMAs Vice President for International Public Health Programs.
Duties:
- Ensure an integrated vision among different components and actors, and is responsible achieving the program results defined in the contract.
- Identify program implementation issues and risks in a timely manner and suggest appropriate program adjustments.
- Act as the key liaison between USAID/Zambia and all other counterparts, implementing partners and Government of Zambia officials involved with the program.
- Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
- Manage the project's operational, financial, and administrative priorities and direct the planning and budgeting processes.
- Create or adapt management systems in line with IMA's standard operating procedures, ensuring consistency with project needs.
- Design and oversee an annual project cycle in accordance with USAID's annual planning cycles.
- With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project's targets.
- Represent the project at high-level meetings, conferences, and other fora.
- Guide team members to fulfill the project's strategic goals and objectives.
- Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
The position requires a competent and experienced person with the following attributes:
- Minimum of 10 years of progressively responsible international work experience implementing multi-sector development programs with demonstrated strong management and coordinating skills.
- Minimum of 5 years of management experience of projects of similar complexity with experience with direct supervision of professional, managing teams and support staff and assembling teams working on multi-faceted international development programs.
- Strong technical expertise in agriculture development, WASH, nutrition.
- Experience with USAID programs that include gender equality and climate resilience in agriculture.
- Experience resolving sensitive and complicated work issues with senior level country counterparts, donor representative and senior-level staff.
- Senior leadership experience managing USAID programs of similar size and complexity. USAID contracts experience preferred.
- A broad general and technical knowledge, experience in developing countries and skills to ensure coherence and consistency in spite of urgent deadlines.
- Africa experience strongly preferred.
