Cambodia: Senior Technical Advisor (STA) for Malaria - CLOSES July 10

USAID anticipates funding a Cambodia Malaria Elimination Project. The purpose of this contract is to enhance malaria control activities by providing technical assistance and support Cambodia National Malaria Center (CNM) to develop and evaluate an evidence-based Model Elimination Package for malaria. In addition, the project will work in five target Operational Districts (OD), to be determined in consultation with CNM and President's Malaria Initiative (PMI), where accelerated control activities will be scaled up with the goal of reducing the Annual Parasite Incidence (API). The Senior Technical Advisor (STA) will be responsible for supporting the Chief of Party (COP) with technical leadership of the project related to control and elimination interventions, and for direct operational oversight.

Duties:

  • Provide overall supervision of program activities, including management of personnel and subcontractors
  • Manage quality and timely reporting to USAID through monthly, quarterly and annual reports
  • Lead development of the annual work plan and M&E plan
  • Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and/or publishing articles through professional journals
  • Assist the project in the implementation of elimination and control activities as well as review, assessment and development of tools, SOPs and training materials
  • Work closely with the Monitoring and Evaluation/Strategic Information Advisor to conduct analyses of malaria prevention, control and elimination activities
  • Engage with CNM and other partners through technical working groups
  • Provide technical advice to CNM on review and update malaria policies and guidelines

The position requires a competent and experienced person with the following attributes:

  • Medical degree and/or PhD in public health, epidemiology, international health or related discipline
  • A minimum of ten years of experience implementing public health programs, with at least eight years of experience in malaria control and prevention
  • Experience with malaria control programs in Asia or another country in the Greater Mekong Sub-region is strongly recommended
  • Experience and/or understanding of the Cambodian health systems context
  • Experience and/or understanding of best practices in malaria control and elimination and adapting them for implementation in a developing country context
  • Strong analytical, communication and diplomacy skills
  • Cambodian nationals are encouraged to apply for this position
