IMA World Health is seeking an Administration and Logistics Specialist for the expected World Bank funded Rapid Results for Health Project II in South Sudan. RRHP-II aims to improve the delivery and reach of high impact primary health care services in the Jonglei and Upper Nile States. RRHP-II will work in collaboration with the Ministry of Health of South Sudan to improve health outcomes and facility performance with a focus on the delivery of maternal and child health, nutrition, and basic curative services. The Administration and Logistics Specialist will be responsible for financial planning and management, logistical and administrative support to the project team, and ensuring that administrative, financial, contract, and procurement activities are carried out in a manner consistent with the objectives of the project, and in compliance with World Bank regulations and IMA policies and procedures.
Duties:
- Manage and oversee project finance and administration.
- Ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
- Establish and implement procedures for project financial management, procurement, sub-contracts, and consultant contracts to ensure transparency and good business practices.
- Work with the Team Leader and SI Program Manager to ensure that financial management and reporting is in compliance with USAID requirements.
- Manage project start-up and support initial work planning process.
- Establish procedures for financial operations, banking, and reporting.
- Develop monthly, quarterly, and annual financial reports.
- Implement other functions relevant to the position.
The position requires a competent and experienced person with the following attributes:
- A recognized degree in management, business, or a related discipline.
- A minimum 5 years of overall project management experience in developing countries, preferably in the health sector.
- At least three years of experience in a position with responsibility for preparing procurement plans and organizing procurement systems (ideally using World Bank procedures) for works, goods, and services.
- A proven ability to organize supply and distribution systems and find innovative solutions to complex problems under difficult conditions.
