IMA World Health is actively seeking to recruit a Senior Monitoring and Evaluation Specialist/Director for its Afya Jijini contract project in Nairobi County and its sub-counties dealing with informal settlements. The Senior M&E specialist will report to the COP and will be responsible for leading the design and implementation of the project’s monitoring and evaluation (M&E) framework and information system to track delivery against targets, outcomes and impacts.
S/he will lead analysis of data collected for assessment of progress and areas of improvement. S/he will guide reporting processes amongst technical staff and consolidates project reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will contribute to the senior management team in steering of the project and support all the technical staff in M&E functions and will manage any M&E related staff in the program.
At a minimum, the Monitoring and Evaluation Specialist will have:
A post-graduate (Masters) degree in a relevant discipline, such as public health, mathematics, business, statistics, or international relations. A doctorate degree (e.g., MD, PhD) is strongly desired.
At least ten years of experience designing and implementing M&E activities for complex programs in developing countries, preferably in Kenya and/or the Nairobi Health sub-counties, in particular those providing services to informal settlements.
A firm command of M&E issues in two or more of the following: quality integrated HIV/AIDS (and PEPFAR components, such as eMTCT, ART, HTC, HEI PCR, KP, VMMC, TB/HIV co-infection), Maternal Neonatal and Child Health (and its components, such as ANC, safe delivery, PNC, Immunization, ORT, FP), as well as Nutrition, Water and Sanitation (WASH) service and support programs. Additional expertise in health system strengthening (e.g., Leadership/Governance, HRH, M&E/DHIS2 and DATIM) will be a plus.
Demonstrated experience in setting up and managing M&E systems that track performance for key objectives such as service integration, and against each technical area and funding stream (e.g., HIV/AIDS and MNCH). Experience using and improving routine information systems such as DHIS2 with counties and sub-counties strongly desired.
Demonstrated technical and analytical skills to design facility and community assessments, interpret facility and client related data, assess service provision progress including coverage measures, and evaluate outputs and outcomes of processes and activities.
Ability to lead a team of M&E specialists, organize and manage a M&E unit, and supervise and appraise staff.
Strong writing and organizational skills for summarizing information, reporting and presenting on progress (e.g., quarterly), and on outcomes and impacts.
Professional level of oral and written fluency in English language.
